North Carolina A. Philip Randolph Educational Fund, Inc. (NCAPREF) is organized to develop and advocate for legislation, regulations, and government programs to improve the quality of life for economically disadvantaged families by providing the necessary resources that improve their standard of living, foster self-improvement, self-empowerment, and self-sufficiency, and stimulate the economy. NCAPREF intends to develop technical and policy solutions for the growing problems of voter disenfranchisement, lack of voter participation. NCAPREF will direct these efforts toward supporting preventative solutions to eliminate or reduce voter suppression.
Our strategy is to continue building an electoral powerbase within the communities of those that are currently and historically disenfranchised, led by and for under-represented constituencies. The mission and strategies dictate that the justice we seek will never be merely given to us, but we must build the community powerbase that will take for the disenfranchised by situation, circumstance, or indifference what is just and fair. Political withdrawal by those that live in current and historically disenfranchised communities has caused the enemies of participatory democracy and social justice to believe that they can roll-back every advance that has been made in the last 76 years on the issues that we support. This crude conservatism has created a mindset of social defeatism by many of those disenfranchised by situation, circumstance or indifference. This mindset did not appear overnight and will not be relieved by political involvement by the disenfranchised in a political election only every four years. Political involvement must be continuous.
